36.1 Scope
Who holds the ground by force inside India, against armed groups other than Islamist ones.1
The arena is measured by the State’s lawful security forces against CPI (Maoist), the North-East insurgents (ULFA-I, NSCN factions, the Manipur valley and hill groups) and Khalistani networks. Ground freed, who pays in blood, armed organisations settled, Maoist ranks left. Islamist threats are counted in Global Islam.
36.2 Significance
Sovereignty on the ground, and investment and roads where the gun ruled. Borrowed power: the forces leave with office, the ground already won stays.
36.3 Indicators and weights
Table 36.1 lists the 4 indicators of the arena, the weight of each within the arena, and each indicator’s reading (the Hindutva-aligned share, from 0 to 100).

36.4 Reading
The arena reads 69.7 , 19.7 points above parity, and is classified as aligned majority (a reading of 60 or above). With a weight of 1 of a total 107.7, it contributes 0.65 points to the composite reading of 45.7.
The indicators diverge: the highest reading is for Maoist ranks: cadres arrested or surrendered since 2024 vs still under arms (93.9), the lowest for armed organisations: settled since 2019 vs still armed (45.0).

Hindutva-aligned Opposed
Each bar divides the indicator between Hindutva-aligned (left) and opposed (right) holdings. The vertical rule marks parity.
36.5 Measures and exhibits
The exhibits below are the Atlas’s own views of the data behind each measure: shares by side, the largest units, breakdowns by source, recipient and country, money-flow diagrams and time series. Full row-level ledgers are in the data file (Appendix D).
